About us

The Communications Commission is a Statutory Board of the Isle of Man Government, comprised of a Chairman and up to five Members with a range of experiences. The Commission staff consists of the Chief Executive Officer and three other staff.

We have the responsibility for licensing and regulating telecommunications and broadcasting on the Isle of Man under the Telecommunications Act 1984, the Radio Masts Regulation Act 1988 and the Broadcasting Act 1993.

The Commission recognises the need to ensure that the Island’s infrastructure and services continue to be leading edge, both to remain competitive in its existing economic sectors and to develop new wealth creating industries. If the Isle of Man wishes to attract businesses that will contribute to its long-term economic potential then it must have a system of regulation that promotes long-term stability and investment.

Key to the Island’s future is maintaining its reputation as a diverse and modern jurisdiction, but one that has an important historical and cultural heritage. We aim to protect and promote the sense of community on the Island by ensuring there is an appropriate Manx focus to local broadcasts through licence conditions and our support of the Gaelic Broadcasting Committee. Where Island affairs are covered by UK Broadcasters such as the BBC, we work closely with them to ensure that the Isle of Man receives fair coverage on TV, radio and online.

An important part of our day-to-day work is licensing and monitoring compliance. This will continue to take up much of the Commission’s time, but our primary focus for the coming years is to modernise our regulation to create stability while encouraging investment and innovation.

Hon William Mackay Malarkey MHK - Chairman of the Communications Commission

Mr William Malarkey was appointed Chairman of the Communications Commission in 2016 and is also the Minister of Home Affairs and a Member of the Isle of Man Branch Executive Committee.

Mr William Malarkey is educated as a City and Guilds Electrical Engineer and has served as a Douglas Town Councillor until 2015. He has also been Vice Chairman of the Environmental Services Committee and Standards Committee, a Member of the Regeneration Committee and Chairman of the Eastern Civic Amenity site in the past.

Ivan Kiely - Chief Executive Officer

Ivan joined the Communications Commission in July 2018.

Prior to joining the Communications Commission, Ivan has held senior positions with the Commission for Communications Regulation in Ireland in both compliance and operations areas. Most recently he has been responsible for Spectrum Operations in Ireland, including leading spectrum awards and auctions.

Ivan holds a BA from the National University of Ireland and post-graduate qualifications in Regulatory Management, Strategic Human Resource Management, and a Masters in Business.


Mr Robert Frize - Member of the Communications Commission

Mr Frize was appointed to the Communications Commission in April 2013.

Mr Frize has nearly thirty years’ experience in the financial services industry, across a broad range of industry types and functions. He qualified as a Fellow of the Institute of Actuaries in 1991 and has held senior management and board-level positions in a number of financial services companies, both in Ireland and the Isle of Man. He set up his own actuarial consultancy firm in the Isle of Man in 2004, specialising in product development and financial modelling.

Mr Frize is a graduate of the International Space University in Strasbourg, France and a member of the American Institute of Aeronautics and Astronautics, the Royal Aeronautical Society and the Society of Satellite Professionals International.

Mr Brian Parkin - Member of the Communications Commission

Mr Parkin comes to the Commission with over 25 years of experience in the telecommunications industry. His career has encompassed work in both the private and government sector. Within the private sector he has worked for both domestic and international carriers as well as working for a telecommunication equipment provider. He has held a variety of positions ranging from Research and Development, to strategic markets and product development.

Prior to accepting this role, Mr Parkin worked for the Canadian Radio-television and Telecommunications Commission on both Canadian and International legislation.

Mr J P Donnio- Member of the Communications Commission

Mr Donnio comes to the Commission with 20 years experience in the IT industry and is a long time observer of the aerospace world.

After graduating in both IT and telecommunications at BSc level, he obtained an MSc in internetworking. His work experience covers operating internet service providers and hosting service providers, designing internet autonomous systems and building a Linux distribution. In his current position he runs a public key certificate business (internet security).

Mr Donnio is also the author of The Satellite Encyclopedia, a technical reference document used by the satcom and space industries, established in 1994.

Mrs Shirley Corlett - Member of the Communications Commission

Shirley Corlett worked for the Isle of Man Financial Services Authority (formerly the Financial Supervision Commission) for 28 years.  During this time she held senior management positions in the Supervision and the Legal, Policy and Authorisations Divisions and has many years experience of drafting primary and secondary legislation and supervising licensed financial services entities.  Prior to moving to the Island, Shirley worked for two television companies in the United Kingdom.  Shirley has a MSc in Financial Regulation and Compliance Management from London Metropolitan University.

Dr Juan Brown - Member of the Communications Commission

Following a period of University based marine research, Juan worked within Defra and closely with other UK and international Government agencies and NGOs to identify, understand and seek science based solutions to environmental and fisheries issues in the marine environment.

Throughout his career he has been involved with the development and deployment of infrastructure for large volume data collection, storage, analysis and transmission (terrestrial and satellite). Latterly, he was Director of the British Oceanographic Data Centre (BODC), an international facility managing and communicating the UKs and significant quantities of international marine and environmental data. He was also a member of the Executive Board of the UKs National Oceanography Centre, a world leading oceanographic research institute. 

Ms Sue Strang - Chief Operating Officer

Sue Strang has worked for IOM Government since 1997, firstly in the Department of Education before transferring to the Department of Trade and Industry to specialise in employment law and policy. She moved to the Department of Community, Culture and Leisure as Legislation and Policy Manager in 2010 before joining the Communications Commission in 2012. Sue is currently Chief Operating Officer of the Communications Commission.

Sue has a law degree from Nottingham University and a Masters in Law and Employment Relations from Leicester University. She has many years of experience in working on the development of primary and secondary legislation.

Miss Katy Collister - Regulatory Manager

Katy joined the Commission in July 2016, having previously worked within the Isle of Man Office of Fair Trading and Economic Affairs within the Cabinet Office.

Katy has a degree in Business Economics from Lancaster University and a Postgraduate Diploma in Economics for Competition Law from King’s College London.

Mrs Kim Oliphant - Regulatory Analyst

Kim Oliphant joined the Commission in June 2018, having previously worked in the Department of Education for 12 years. During this time she obtained her Nurture Qualification at Masters level.

Prior to her time in Education she held several senior administration roles in banking and trust companies on the Island.

Kim has decided to pursue a career within a Regulatory environment and is looking forward to expanding her skills and knowledge.

Mrs Laura Balmer – Regulatory Assistant

Laura has over 14 years’ experience working in administrative and management positions within the Isle of Man Government.  With a wealth of practical knowledge, and administrative and financial experience, Laura is well placed to manage the day-to-day operational requirements of the Commission, including acting as finance officer, and providing continued support to the team in licensing and monitoring compliance.
